“One-stop Service Window” for Shanghai International Trade Launched

On the afternoon of June 18, the launching ceremony of the “One-stop Service Window” for Shanghai international trade was held at the conference room of the Shanghai Government. Huang Shengqiang, Head of the National Office of Port Administration (NOPA), and Dai Haibo, Deputy Secretary General of the Shanghai Government, attended the ceremony and jointly launched the operation of the “One-stop Service Window”. Persons in charge of relevant departments and bureaus of national ministries and commissions, inspection units of central authorities in Shanghai, and relevant departments of Shanghai, and representatives of relevant pilot enterprises also attended the ceremony.

 

At the launching ceremony, Huang Yingming, Chairman of Shanghai Origin Supply Chain Management Co., Ltd., and Ge Jizhong, Chairman of Shanghai Xinhai Customs Declaration Co., Ltd., made a speech on behalf of all pilot enterprise. They believed that the “One-stop Service Window”, a platform for the government to serve all enterprises, is an opportunity and a challenge for enterprises, as it can not only enhance efficiency and reduce cost but also increase the convenience and safety of customs clearance. Dai Haibo said that the “One-stop Service Window” will neither change the existing regulation pattern nor increase enterprises’ burden, and it is the first step of a long march in the future. Huang Shengqiang emphasized that the launching ceremony marked the first step of the “One-stop Service Window” construction. It is the important achievement of the pilot construction of China (Shanghai) Pilot Free Trade Zone, and it will better get close to enterprises, bring convenience to them, and serve them.

 

Building the “One-stop Service Window” for international trade is a specific measure to implement the requirement of “exchange of information, mutual recognition in regulation, and mutual assistance in law enforcement” put forward at the 3rd Plenary Session of the 18th Communist Party of China and the regulatory system innovation of the China (Shanghai) Pilot Free Trade Zone. It is a practical action to implement the measures of supporting the steady growth of foreign trade suggested by the State Council this year and also an important method of drawing on advanced international experience, following the prevailing international rules, reducing enterprises’ cost, and increasing the trade’s convenience.

 

The Shanghai Municipal Party Committee and the Shanghai Government have paid high attention to the construction of the international trade “One-stop Service Window” and relevant national ministries and commissions have also provided their support and guidance. From the national level, a national pilot work team of the “One-stop Service Window” composed by the law enforcement units of all ports of the central authorities has been established under the leadership of the NOPA; and from the municipal level, a pilot promotion team has been organized in Shanghai. And the launching of the “One-stop Service Window” for the Shanghai international trade marks the initial progress of this work.

 

At present, the first two pilot projects (the Declaration and Feedback of Import Goods of General Trade and the Online Check and Release of Ship’s Out of Port) of the construction of Shanghai international trade “One-stop Service Window” have passed the test and are launched for operation as of today. In terms of the Declaration of Import Goods, enterprises can log on the “One-stop Service Window” platform of Shanghai international trade and type in a large sheet that meets the requirements of the customs, the inspection and quarantine, the maritime affairs, and other regulatory departments on goods declaration and information sharing and meanwhile the port administration will feedback to the declarant the regulation result through the platform in time. The Online Check and Release of Ship’s Out of Port realizes the ship’s out-of-port procedures through the “One-stop Service Window” by the maritime affairs, the customs, the inspection and quarantine, and the border inspection. As a result, enterprises no longer need to manage all procedures running from one units to another and the maritime affairs department will directly issue the information of permitting the ship’s out-of-port through the “One-stop Service Window” in line with the release information of the other three port administrative departments.

 

Next, the Shanghai Promotion Team will continue to do well in operation, expand the scope of enterprises and ports participating in the test and the operation, and make good promotional work, so as to promote its application to all enterprises in July. Besides, it will keep improving and perfecting the system under the basis of its operation.
