Circular on Several Measures Optimizing Environment of Trading across Border at Shanghai Port

To implement the decisions of Party Central Committee and the State Council to optimize the business environment, according to the Action plan of shanghai municipal Party Committee and municipal government to Optimize the Business Environment to accelerate the Construction of An Open and new Economy System, Shanghai Municipal Office for Port Services, Shanghai Municipal Development and Reform Commission, Shanghai Municipal Commission of Commerce, Shanghai Municipal Transportation Commission, Shanghai Municipal Finance Bureau, Shanghai Customs, Shanghai Entry-Exit Inspection and Quarantine Bureau, and Shanghai international Port (Group) CO., LTD. and other entities developed several measures to optimize the cross-border trade environment in Shanghai Port through in-depth investigations and extensive consultations of enterprises, which  focusing on reducing compliance cost of the cross-border trade container.

The Several Measures Optimizing Environment of Trading across Border at Shanghai Port are hereby issued to you,and all relevant entities should prepare to strengthening the organization and implementation.

Several Measures Optimizing Environment of Trading across Border at Shanghai Port

 

To implement the decisions of Party Central Committee and the State Council to optimize the business environment, according to the Action plan of shanghai municipal Party Committee and municipal government to Optimize the Business Environment to accelerate the Construction of An Open and new Economy System, Shanghai Municipal Office for Port Services, Shanghai Municipal Development and Reform Commission, Shanghai Municipal Commission of Commerce, Shanghai Municipal Transportation Commission, Shanghai Municipal Finance Bureau, Shanghai Customs, Shanghai Entry-Exit Inspection and Quarantine Bureau, and Shanghai international Port (Group) CO., LTD. and other entities developed several measures to optimize the cross-border trade environment in Shanghai Port. The measures are as follows:

 

I. Advocate the "parallel" operation of customs declaration and inspection declaration, customs clearance and logistics operation

1. Port related departments guide enterprises to promote port operations in parallel, promote re-compression one-third of time for customs preparation and cargo lifting.

2. Change existing “Series” process for goods to achieve the “parallel” acceptance of customs declaration and inspection declaration, and verify the electronic data network of Customs Clearance Form from the electronic review to the customs declaration release.

3. Facilitate the enterprises to carry out customs clearance and logistics operations synchronously. For imported goods that have been unloaded to the customs supervision sites, whether or not to be inspection and surveillance, information will be dispatched forwarded. And after the customs accepts the declaration, the enterprise will be informed of the inspection requirements rapidly.

4. Facilitate the enterprises to handle the procedures for releasing imported containersand shipping company can handle the delivery of Equipment Interchange ReceiptEIRwith the Bill of Lading.

5. Consummate and announce the time limits for port operations such as loading and unloading, warehousing, transportation, transfer, un-stuffing of container, as well as the working time for delivery of goods, so as to further facilitate the picking up of container and goods within one day.

 

II. Further facilitate enterprise to declare

6. Push through the single window (SW) port information including Vessel & Voyage, berthing time, and terminal name, etc.

7. Improve the container tracking and query application system for Clearance & Logistics, and expand it to a SW mobile version and port management system (www.hb56.com), thus to facilitate the enterprises checking the arrival of goods to have timely declaration, and querying process progress.

 

III. Advocate Paperless Working in Port Logistics

8. Implement paperless EIR to achieve the paperless transfer of containers among shipping companies, terminals, yards, and trucks (drivers).

9. Implement no longer paper Container Load Plan (CLP) submitting for export containers entering to the port.

10Coordinate the promotion of port and shipping companies to speed up the realization of electronic bill of lading.

 

IV. Further Improve and regulate port charges

11Publicize the cost at port through SW, including category, item, and charge level, as to provide reference for enterprises. And support the third party to carry out port cost assessment.

12. Further improve the port operations and handling fees publicity. The operating and service entities announce the charge lists and standards through website or at business sites.

13. The competent department of price shall clean up and standardize the unreasonable charges at port that are reflected by enterprises, investigate and deal with various types of illegal and irregular fees and charges, and earnestly safeguard the legitimate rights and interests of enterprises.

 

V. Further Facilitate Document Compliance

14. The time limit for the processing of electromechanical import and export permits approved by Shanghai Municipal Commission of Commerce shall be reduced from 2 working days to 1 working day.

15Further simplifies the formalities and submission methods for certificates of origin, CCC certificates and other documents accompanying declarations, and no longer requires the submission of letters of credit for export inspection. For details of the document, see the attachment.

 

VI. Further Improve Port Clearance Service System

16. Continue to improve the mechanisms and methods for non-problem goods under inspections, as the checking and verifying service fees borne by government, to reduce the burden of traders.

17Further improve the enterprises' feedback mechanism for port clearance opinions. Give full play to the main channels’ role of Customs 12360 & CIQ12365 hotline, and the role of the SW service hotline. And promptly respond to opinions and suggestions of enterprises as to solve problems.

All the above measures shall be announced separately by the relevant departments in relation to specific requirements and implementation details.

Instructions: The document status includes the scope of the document and the submission method.

1Scope of the Document: With reference to the documentary caliber of an international institution, it is a document that needs to be submitted to the government and related organizations (including domestic, transit, and destination), including obtaining automatic import licenses and export certificate of origin issued by government agencies. Excludes: Customs declaration, CCC certificate, required documents such as waste, dangerous goods, animals, plants, and special cargoes, and the EIR, delivery orders (DOs), and CLPs required by the port.

2Form of Submission: electronic submission (all could be submitted through single window except for VGM); ■ paper submission; may not be submitted in declaration but be submitted in time of review, or be submitted if necessary. If there is any change, follow the requirements of the agency that needs the documents.
