Shanghai Jinqiao Export Processing Zone is a state-level development zone founded under the approval of the State Council in 1990. With a total planning area of 20 square kilometers, it is located in the central part of Pudong New Area and borders with Lujiazui Financial Trade Zone in the West, Waigaoqiao Free Trade Zone in the North and Zhangjiang Hi-tech Park in the South. Shanghai Jinqiao Export Processing Zone is divided into two sections: the East Section and the West Section. The East Section is an industrial park. It became the “Shanghai Jinqiao Modern Science and Technology Park” in April 1998 under the approval of Ministry of Science of Technology. The West Section is a residential quarter: Jinqiao International Community.
Jinqiao Export Processing Zone has completed infrastructure, including “centralized heating” and “satellite communication”. Other auxiliary facilities, including financial institutions, trade, business inspection, customs declaration, warehouse, transportation, scientific research, consultation, retail business, restaurants, recreational facilities, real-estate and property management, are also completed in the Export Processing Zone.
By the end of 2000, Jinqiao Export Processing Zone has introduced 377 projects, with a contractual domestic and foreign capital inflow of US$8.74 billion. Among those renowned multinational companies in the Export Processing Zone, 26 were listed by “Fortune” as “Fortune 500” enterprises in the world. 26 enterprises in the Export Processing Zone were listed as “Top-500 Industrial Enterprises in Shanghai in 1999”. 72 enterprises have been identified by the Shanghai Municipal Government as hi-tech enterprises.
An industrial cluster has been formed in Jinqiao Export Processing Zone, which has four pillar industries: electronic information, auto parts processing, modern household appliances, biology and medicine. In 2000, Jinqiao Export Processing Zone has a gross industrial output value of RMB45.7 billion, accounting for 28% of the total output value of Pudong New Area. 44 enterprises in the Export Processing Zone have an annual output value of more than RMB100 million.
There are several high-end foreign-sales residential buildings, office buildings, universities, elementary schools, primary schools, kindergartens, supermarkets and hospitals in Jinqiao International Community. “Biyun Villa”, winner of the “Best Classical Residential Quarter in Shanghai since the Founding of the PRC” Award in 1999, is located in the central part of Jinqiao International Community. There are 70 villas in the residential quarter, and 100% of them have been leased to tenants. “Jinqiao Wan Qing Shui Yuan”, a domestic-sales residential quarter with a total area of 220,000 square meters, was awarded a “Development Model Residential Quarter in Shanghai”.
To satisfy the needs of developing Pudong New Area, since 1999, Jinqiao Export Processing Zone began to manage the Wangqiao Industrial Park. Wangqiao Industrial Park is located in the Southeast part of Pudong New Area and north to Chuansha Town, with a planning area of 4.2 square kilometers. By the end of 2000, Jinqiao Export Processing Zone has attracted 72 projects, with a total contractual domestic and foreign investment inflow of US$860 million. In 2000, Jinqiao Export Processing Zone has a gross industrial output of RMB4.5 billion. It has become an outstanding economic growth point in Shanghai with the features of high-standard starting point, high-speed construction, high-intensity investment and hi-tech industry.
