Chapter I General Provisions

Article1

The approach is made in the purpose of facilitating trade and company’s application of Certificate of Origin and strengthening management on Certificate of Origin online issuance. It is guided by CCPIT Trial Management Approach on Certificate of Origin Issuance of Export Goods and other rules and regulations.

Article2

The consignor of export goods (hereinafter referred to as applicant) apply for acertificate of Origin through the Certificate of Origin online application platform (hereinafter referred to as online application platform) provided by CCPIT, The approach is applicable to applicants' data collection, review and management of self-printing qualification.

Article3

Self-printing mentioned in the approach is the action that applicants apply for Certificate of Origin to CCPIT and its regional issuing authorities (hereinafter referred to as CCPIT issuing authorities) through the Internet with the support of electronic technology in stamp and signature and once approved by CCPIT, printed out qualified Certificate of Origin using compliant printer.

Article4

CCPIT will identify the companies as compliant and non-compliant of self-printing based on actual situation and manage accordingly.

Article5

CCPIT Commercial Certification Center is responsible for the management and coordination in review of compliant self-printing companies. CCPIT certifying authority is responsible for the implementation of review of compliant self-printing companies within the region.

Article6

CCPIT Commercial Certification Center is responsible for setting up CCPIT Standards of Approving Certificate of Origin Self-printing Companies to serve as the attachment of the approach.The standard shall have same effectiveness and effective date.

Chapter II Standards and Procedure of Approving Certificate of Origin Self-printing Companies

Article7

CCPIT issuing authorities approve the self-printing qualification of the companies based on the application of the applicant and implement according to CCPIT Standards of Approving Certificate of Origin Self-Printing Companies

Article8

Applicant applying for self-printing qualification should conduct self-evaluation according to CCPIT Standards of Approving Certificate of Origin Self-printing Companies and submit the evaluation report in written form to CCPIT issuing authoritis.

Article9

CCPIT issuing authorities should approve the self-printing qualification of the applicant based on registration, history records of Certificate of Origin applications (companies of initial registration and registered without applying for Certificate of Origin excluded) and self-evaluation report of the companies.During the approval process, CCPIT issuing authorities can request for other supporting documents necessary for the approval.

Article10

CCPIT issuing authorities should finish the application review within 5 working days once application materials of applicant received.

Article11

Applicant will be identified as non-compliant of self-printing in any of the following circumstances

1) Found in history records:Provide fake information or conceal the material facts; Refuse to and delay in providing supporting documents of Certificate of Origin, transfer, hide and revise in account books and other documents to escape verification of CCPIT; Refuse to cooperate with joint enforcement by CCPIT and customs without justified reasons.

2) Found in history records:information provided by applicant with holding the truth or practicing fraud.

3) Found in history records :applicant in the name of CCPIT or other companies to make improper profits

4) Fail to meet CCPIT Standards of Approving Certificate of Origin Self-printing Companies.

5) Other circumstances identified by CCPIT as non-compliant of self-printing.

Article12

CCPIT issuing authorities keep track of and conduct spot check of approved companies.Based on different situations to determine whether to terminate or suspend the qualification.

Article13

Self-printing qualification of the companies should be terminated by CCPIT issuing authorities in any of the following circumstances. The approval process will restart 1 year later if application submitted.

1) Situations in article 11/1,2,3

2) Companies apply for withdrawing of theself-printing qualification

Article14

Applicant not found with situations in article 11/1,2,3, Self-printing qualification should be suspended by CCPIT issuing authorities in any of the following circumstances and stay under observation and rectify for 3 months. The qualification will be restated if noissues occurred during the period.

1) Fail to meet the standards of approval of CCPIT Standards of Approving Certificate of Origin Self-printing Companies

2) Self-printing operations fail to meet the required standards of CCPIT

3) Other circumstances considered as non-compliantby CCPIT

Article15

Once the company’s name or Customs registration code changes, companies should report to CCPIT about the change.CCPIT issuing authorities will determine if the qualification and management approach still apply.

Chapter III Supervision and Management

Article 16

CCPIT Commercial Certification Center is responsible for the management of supervision on approval of self-printing of CCPIT issuing authorities.

Article 17

The local sub-councils of CCPIT can develop their own work approach on self-printing approval based on management approach as well as guide their subordinate branch to do so. The work approach should be submitted to CCPIT Commercial Certification Center before implementation.

Article 18

During the approval process, receiver conducts the evaluation and supervisor signs and takes the responsibility to avoid rent-seeking and other illegal acts.

Article 19

CCPIT issuing authorities or staff members who abuse their power, commit illegalities for personal gain or by fraudulent means, violate the laws and regulations, reject applicants' qualification of Certificate of Origin self-printing without justified reasons.CCPIT will give a warning, circulate a notice of criticism, suspend or terminate the approval authority based on the seriousness of the case.

Chapter IV Supplementary Provisions

Article 20

Certificate of Origin issuance management related matters not covered in the approach should conform to Regulations of the People's Republic of China on the Origin of Import and Export Goods and CCPIT Trial Management Approach on Certificate of  Origin Issuance of Export Goods.

Article 21

CCPIT Commercial Certification Center reserves right of final interpretation of the approach.

Article 22

The approach shall become effective as of Mar 12,2018.
