Announcement No.1, 2018

In order to push forward the construction of the Shanghai International Shipping Center, optimize the cross-border trade business environment, and improve the efficiency of Shanghai's sea port logistics operation, based on the study, we decide to Launch pilots of Paperless International Maritime Container Equipment Interchange Receipt (EIR) since March 20, 2018. The relevant matters are announced as follows:

1. The Shanghai paperless system for Shanghai sea port EIR (eEIR) was developed, operated and maintained by Shanghai International Port Group(SIPG). For the technical matters concerning the data interface of eEIR, please refer to the platform operation guide of SIGP’s website (eEIR.sipg.com.cn).

2. The Paperless work of eEIR does not involve changes in business processes. In accordance with the principle of easy first, pilot companies are selected to conduct pilot work. The pilot companies will increase the use of electronic information delivery through eEIR, while retaining the use of current paper documents as a backup system. Companies not included in the pilot work will remain the current process.

3. All entities involved in the pilot should strengthen coordination and cooperation, summarize pilot results and improve related platforms in time. When operations and systems run smoothly after the pilot, the use of paper documents will be replaced, while eEIR will be gradually implemented at Shanghai sea port.
